Uganda passport holders need a visa for Armenia, issued by an embassy or consulate before travel.
Armenia's Foreign Ministry lists this country among those whose citizens, and holders of whose travel documents, can apply for a visitor visa only at Armenia's diplomatic representations or consular posts abroad, and only with an invitation.

Uganda citizens need a visa issued in advance by an embassy or consulate of Armenia. Start the application several weeks before departure: you will typically need a passport valid for six months with blank pages, a completed application form, passport photos, a travel itinerary, proof of accommodation and of sufficient funds, and sometimes an invitation letter or bank statements.
The main option is the Visitor visa (up to 21 days of stay), which costs 3,000 AMD. Armenia also offers Visitor visa (up to 120 days of stay) — see the visa options above.
Whatever your visa status, Armenia applies the same entry conditions to every traveller:
Armenia lets 69 passports in without a visa, issues eVisas to 70 and requires an embassy visa from 59. Uganda citizens are treated the same way as Angola, Benin, Botswana, Burkina Faso and Burundi. Overall the Uganda passport ranks #132 in the world with 36 visa-free destinations.
In the other direction, Armenia citizens need evisa to visit Uganda.

No official source we could read states a travel insurance requirement for every visitor to Armenia. The Foreign Ministry's visa search tool lists travel (medical) insurance among the mandatory documents for some nationalities' visa applications (for example India) and among the documents to provide if available for others (for example Canada).

No official source we could read states an onward or return ticket requirement for every visitor to Armenia. The Foreign Ministry's visa checker lists an air ticket reservation with return among the mandatory documents for some nationalities' visa applications (for example India), and says a one-way ticket is sufficient for those arriving for education or work or in other justified cases.
