Maldives passport holders can get a visa on arrival in Bhutan — no application is needed before the trip.
Bhutan's tourism department says visitors from Bangladesh and the Maldives also need a visa, but it can be applied for and approved either before travel or on arrival in Bhutan.

Bhutan visa options for Maldives citizensMaldives passport holders can get a visa on arrival in Bhutan. There is nothing to apply for in advance — the visa is issued at the airport or land border after you pay the fee. Bring cash in a major currency, a passport valid for at least six months, a return ticket and the address of your first night's accommodation, and expect a queue at busy airports.
The main option is the Visa on Arrival (Bangladesh and Maldives nationals), which costs 40 USD.

A tourist is fined Nu. 18,215 for each day of overstay. A foreigner who overstays the validity of the immigration permit (which includes a visa) is also barred from re-entry: three months for an overstay of less than two months, six months for more than two but less than three months, and one year for more than three months.

Bhutan's Department of Tourism says you may bring cash equivalent to US$10,000 into the country. The UK government says foreign currency worth 10,000 US dollars or more taken into or out of Bhutan must be declared and cleared with the Royal Monetary Authority of Bhutan, and that up to 30,000 ngultrum can be taken in or out.
