Hong Kong passport holders do not need a visa to visit Estonia for stays of up to 90 days.
Regulation (EU) 2018/1806 says the exemption from the visa requirement applies only to holders of a 'Hong Kong Special Administrative Region' passport.

Hong Kong citizens can enter Estonia without a visa and stay for up to 90 days. You only need a valid Hong Kong passport at the border; immigration officers may still ask for a return or onward ticket, proof of accommodation and enough money for your stay. The 90-day limit usually counts calendar days from your arrival, so book your return flight inside that window.
Whatever your visa status, Estonia applies the same entry conditions to every traveller:
Estonia lets 93 passports in without a visa and requires an embassy visa from 105. Hong Kong citizens are treated the same way as Brunei, Israel, Japan, Macau and Malaysia. Overall the Hong Kong passport ranks #39 in the world with 114 visa-free destinations.

The Visa Code requires applicants for a uniform visa for one or two entries to prove that they hold adequate and valid travel medical insurance, valid throughout the territory of the Member States for the entire intended stay, with minimum coverage of €30,000; Estonia's Foreign Ministry asks Schengen visa applicants for travel medical insurance with coverage of at least 30,000 euros. No official source we could read states that a return or onward ticket is required to enter. The Schengen Borders Code lists a return or round-trip ticket among the supporting documents as regards return, and Estonia's Foreign Ministry lists a reservation of a return or round ticket among the documents for assessing a Schengen visa applicant's intention to leave. The UK government tells British travellers they may need to show a return or onward ticket at border control.

The European Commission's table of reference amounts gives Estonia's as EUR 70, and Estonia's Foreign Ministry says the extent of sufficient financial means for each day of stay in Estonia is 70 euros.

The EU's Travel to Europe site says that the first time you arrive at a border crossing point since the EES started, passport control officers will take a photo of your face and/or scan your fingerprints. The UK government tells British travellers that they do not need to take any action before arriving at the border on entry to the Schengen area, and that there is no cost for EES registration.

ETIAS is the new travel authorisation for visa-exempt travellers to enter 30 European countries, Estonia among them. It is currently not in operation and no applications are being collected; the EU will announce the start date several months before launch.

Staying in Estonia without a legal basis is a misdemeanour punishable by a fine of up to 300 fine units or by detention. A fine unit is 8 euros; detention for a misdemeanour is up to thirty days. Visa-exempt nationals may stay up to 90 days in any 180-day period, unless an agreement says otherwise. A foreigner staying without a legal basis is issued a precept to leave, with a voluntary departure period of 7 to 30 days. The precept imposes an entry ban of three years from the day it is complied with, or five years if no voluntary departure period is given. A shorter ban may be set if the term would be disproportionate, and the ban may be waived on humanitarian grounds.
