No official source we could read states a travel-insurance requirement for visitors to Kiribati. The UK government says that if you need any non-basic medical treatment you will usually need medical evacuation from Kiribati, and to make sure you have adequate travel health insurance and accessible funds to cover evacuation by air ambulance plus the cost of medical treatment abroad and repatriation.

The UK government says you must hold a ticket for return or onward travel and enough funds for your stay. Kiribati's Immigration Procedures say arriving non-citizens must produce, if required by an immigration officer, travel tickets or evidence of onward travel arrangements, and that visitor visa applicants are required to have the means to leave Kiribati, such as actual travel tickets out of Kiribati to a country they have a right of entry to.
