Malaysia visa rules limit most African arrivals to air travel
Malaysia's Immigration Department requires visas from nationals of 20 African countries, and most of them may enter only by air — not by land or sea — even with a valid visa.

Malaysia's Immigration Department has published entry requirements under which nationals of 20 African countries must obtain a visa before travelling to Malaysia. For most of those countries, the visa comes with a stricter condition: travellers may enter Malaysia only by air.
Key facts
- Nationals of 20 African countries need a visa before entering Malaysia
- Most of those countries carry an air-only entry condition, marked with an asterisk on the official list
- Air-only travellers cannot enter by land or sea, even with a valid visa
- The requirements apply regardless of the purpose of the visit
- Other visa-required countries, such as Bangladesh, Nepal and India, are not limited to air entry
What does the air-only restriction mean?
Citizens of the affected countries may enter Malaysia by air only. The published material states that they may not enter by land or by sea, even if they already hold a valid visa.
The condition is indicated by an asterisk placed next to the country names on the Immigration Department's official list. The list reflects Malaysia's current entry policy.
Which African countries are affected?
The visa requirement covers Nigeria, Ghana, Ethiopia, Cameroon, Ivory Coast, the Democratic Republic of Congo, the Republic of Congo, Burkina Faso, Burundi, the Central African Republic, Djibouti, Equatorial Guinea, Eritrea, Guinea-Bissau, Liberia, Mali, Mozambique, Niger, Rwanda and Angola. Nearly all of these carry the air-entry-only condition.
How is this different from other visa-required nationalities?
Not every country on Malaysia's visa-required list faces the air-only rule. Nationals of Bangladesh, Nepal, Sri Lanka, Pakistan, Colombia, Montenegro, Serbia and India must also apply for visas, but they are not restricted to arriving by air.
India is listed with a separate double-asterisk marking, which the official list uses to signal a different set of entry conditions. Afghanistan appears under its own classification, "Visa with Diplomatic Reference", which indicates a more involved application process than a standard travel visa.
What this means for travellers
Nationals of the listed African countries need to secure a visa before travelling and, for most of them, plan an air itinerary — overland or sea arrivals are not an option. The requirements apply whatever the reason for the trip.
Travellers should check whether their nationality appears on the Immigration Department's list and which markings apply to it before booking travel to Malaysia.
The published requirements reviewed do not state visa fees, where or how to apply, or processing times.
