Uzbekistan passport holders need an electronic travel authorisation (eTA) before travelling to Seychelles for stays of up to 90 days.

Uzbekistan citizens do not need a full visa for Seychelles, but they must obtain an electronic travel authorisation (eTA) online before they fly — valid for stays of up to 90 days. An eTA is linked to your passport number and is usually approved within minutes to a few days; airlines check it at check-in, so apply before you book non-refundable travel.
The main option is the Electronic Travel Authorisation, which costs 10 EUR.

Seychelles does not grant visa-free entry to any passport. Uzbekistan citizens are treated the same way as Afghanistan, Bahrain, Bangladesh, Bhutan and Brunei. Overall the Uzbekistan passport ranks #149 in the world with 28 visa-free destinations.
In the other direction, Seychelles citizens need evisa to visit Uzbekistan.

The official Travel Authorisation site says you upload a yellow fever vaccination certificate only if you are travelling from a country or region where the disease is endemic, and that you do not need one if you transit through an airport in such a region for less than 12 hours.
