Bulgaria passport holders do not need a visa to visit Tonga for stays of up to 90 days.
The EU–Tonga visa waiver agreement says the waiver applies without prejudice to each party's laws on the conditions of entry and short stay, and that the Member States and Tonga reserve the right to refuse entry and short stay if one or more of these conditions is not met.
“The visa waiver provided for by this Agreement shall apply without prejudice to the laws of the Contracting Parties relating to the conditions of entry and short stay. The Member States and Tonga reserve the right to refuse entry into and short stay in their territories if one or more of these conditions is not met.”

Bulgaria citizens can enter Tonga without a visa and stay for up to 90 days. You only need a valid Bulgaria passport at the border; immigration officers may still ask for a return or onward ticket, proof of accommodation and enough money for your stay. The 90-day limit usually counts calendar days from your arrival, so book your return flight inside that window.

Tonga's Ministry of Revenue and Customs says the visitor visa on arrival is issued subject to conditions, including that the Customs officer is satisfied the traveller has sufficient funds to financially maintain himself whilst in the Kingdom. No official source we could read states a fixed amount. The UK government tells British citizens they may need to show sufficient funds (a bank statement is acceptable evidence) and confirmed accommodation.

Tonga's Ministry of Revenue and Customs says that after collecting your baggage you submit your completed Passenger Declaration to Customs officers, and that you must declare to Customs if you are bringing any prohibited or restricted goods. The UK government says you must declare anything that may be prohibited or subject to tax or duty, including all plant, animal and food products.
