Laos passport holders need an eVisa to enter Ukraine. You apply online, upload a passport scan and a photo, pay the fee and receive the visa by email. Apply at least one to two weeks before your trip and print the approval — some airlines and border officers ask to see it on paper.

Ukraine's Ministry of Foreign Affairs says e-Visa applicants upload a health insurance policy with EUR 30,000 coverage. The UK FCDO says permanent residents of Ukraine do not need to show proof of insurance. No official source we could read states the rule for visa-free visitors.

No official source we could read requires an onward ticket. Cabinet of Ministers Resolution No. 884 lists checking a return or onward travel ticket with a fixed date as one way of establishing sufficient funds.

Cabinet of Ministers Resolution No. 884 of 2013, adopted under Article 21 of the Law on the Legal Status of Foreigners, says foreigners must have funds of 20 times Ukraine's monthly subsistence minimum per month, calculated for other lengths of stay as ((20 × the monthly minimum) ÷ 30) × (days of stay + 5). It can be established by cash, a document entitling you to funds from a Ukrainian bank, a payment card with a bank statement, an accommodation booking, a tour voucher, a host's guarantee letter or a return ticket with a fixed date, and is checked by Ukraine's missions when issuing visas, at border checkpoints during second-line control, and by the migration service when extending a stay.

Under article 203 of the Code of Administrative Offences, a foreigner who exceeds the permitted period of stay by no more than 30 days is fined 100 to 200 tax-free minimum incomes of citizens. Exceeding it by more than 30 days is fined 200 to 300. In these cases a forced-return decision may come with a 3-year ban on entering Ukraine. Forced expulsion always comes with a 5-year entry ban. The UK government says that if you overstay the 90-day allowance, you will be fined and may not be able to return to Ukraine for 90 days after leaving.

Canada's travel advice says cash of €10,000 or more (or the equivalent in other currencies) must be declared to customs when entering or leaving Ukraine, and undeclared amounts above that may be seized.
