The European Union is expected to prolong its suspension of visa liberalisation for holders of Georgian diplomatic passports, with a decision due no later than the first months of 2027. Ordinary Georgian passport holders are not currently in scope, as many member states are reluctant to restrict travel for the general population.

Key facts

  • The suspension of visa liberalisation for Georgian diplomatic passport holders was introduced earlier in 2026.
  • A decision on Georgia's visa liberalisation status is due in the first months of 2027 at the latest.
  • The most likely outcome is an extension of 12 months, possibly 24 months.
  • Extending the suspension to ordinary Georgian citizens is not being seriously considered.
  • EU foreign ministers will return to Georgia as a full agenda item in January.
  • The European Commission publishes its annual enlargement report on 4 November.

What is happening?

EU foreign ministers discussed Georgia at their monthly meeting in Luxembourg on 12 October, but the item was moved to a short "any other business" slot at the start of the gathering, with not all ministers taking the floor. The main outcome was an agreement to return to Georgia as a full discussion point in January.

Before then, the European Commission is due to publish its annual enlargement report on 4 November. It is expected to repeat its assessment from last year that Georgia is an EU candidate country "in name only", without removing the country's candidate status.

Who is affected by the visa suspension?

Brussels suspended visa liberalisation for holders of Georgian diplomatic passports in 2026, following the disputed Georgian parliamentary elections in autumn 2024 and the subsequent deterioration of the political climate. No start date for any further change has been announced.

According to EU officials with knowledge of the file, the most likely scenario is that this suspension is extended by another 12 months, or possibly 24. However, extending the suspension to ordinary Georgian citizens is not being seriously entertained, with many member states reluctant to punish the population for the actions of its government.

Could visa-free travel for ordinary Georgians be affected?

Not at present. Several EU officials cautioned, however, that the EU cannot postpone the issue indefinitely, and that if the bloc ever suspended visa-free travel more broadly for any country, Georgia would be the most likely candidate. No proposal to that effect has been put forward in the discussions described.

What this means for travellers

Ordinary Georgian citizens travelling to the EU on a standard passport are not affected by the suspension described here. Holders of Georgian diplomatic passports should watch for the decision expected in the first months of 2027. The European Commission's enlargement report on 4 November and the January foreign ministers' discussion are the next milestones to follow.

Elsewhere, EU ministers also discussed Georgia's political contacts and possible sanctions, which require unanimity and remain blocked by divisions among member states. Georgia is to be invited to a November ministerial on cross-regional security and connectivity, but not at the highest political level.
