The European Union is currently evaluating various strategies to restrict the entry of Russian citizens into its Schengen zone. This initiative follows concerns regarding the involvement of individuals with Russian diplomatic ties or tourist visas in hybrid attacks within EU territories.

Potential Travel Ban

Among the options under consideration is a comprehensive ban on all non-essential travel for Russian nationals. This proposal arises from incidents, such as the recent drone attack at Leipzig airport, attributed to a Belarusian-Russian citizen who entered the EU on an Italian tourist visa.

Current Visa Policies

In the wake of the Russian invasion of Ukraine, the EU suspended its visa facilitation agreement with Russia, which had previously allowed for easier access to visas. The EU has since prioritized essential travel requests, including humanitarian cases and family reunifications, while nonbinding guidelines have led to a varied approach among member states regarding Russian visa applications.

Patchwork of Approaches

Different EU countries have adopted distinct policies towards Russian visitors. While eastern EU states have implemented strict entry restrictions, southern nations have continued to issue a significant number of tourist visas. In 2025, nearly half a million visas were granted to Russian nationals, predominantly by Greece, Italy, France, and Spain.

Future Measures

In addition to a potential travel ban, the EU is considering limiting the movement of Russian diplomats and introducing checks on military service documentation for visa applicants. These measures aim to enhance security and address concerns regarding espionage activities linked to Russian diplomatic personnel.

As discussions continue, the EU's approach to Russian entry remains fluid, reflecting the complex geopolitical landscape and the need for coordinated action among member states.
