Germany passport holders do not need a visa to visit Taiwan for stays of up to 90 days.
Taiwan's Bureau of Consular Affairs lists this country among those whose nationals are eligible for the visa-exemption program, with a duration of stay of up to 90 days.
“Nationals of the following countries are eligible for the visa-exemption program, with a duration of stay of up to 90 days: Albania, Andorra, Australia, Austria, Belgium, Bulgaria, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Eswatini*, Finland, France, Germany, Greece, Guatemala, Holy See, Hungary, Iceland, Ireland, Israel, Italy, Japan*, Kosovo, Republic of Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Marshall Islands*, Monaco, Netherlands, New Zealand, North Macedonia*(effective until March 31, 2030), Norway, Palau, Paraguay, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tuvalu*, United Kingdom*, and United States of America*.”

Germany citizens can enter Taiwan without a visa and stay for up to 90 days. You only need a valid Germany passport at the border; immigration officers may still ask for a return or onward ticket, proof of accommodation and enough money for your stay. The 90-day limit usually counts calendar days from your arrival, so book your return flight inside that window.
Whatever your visa status, Taiwan applies the same entry conditions to every traveller:
Taiwan lets 65 passports in without a visa, issues eVisas to 21 and requires an embassy visa from 107. Germany citizens are treated the same way as Albania, Andorra, Austria, Belgium and Bulgaria. Overall the Germany passport ranks #8 in the world with 125 visa-free destinations.

BOCA says applicants for Taiwan (ROC) visas who have resided in or visited Afghanistan, Pakistan, the Democratic Republic of the Congo, Djibouti, Cameroon, Chad, Laos or South Sudan for four weeks or more within the past year must provide proof of having received the oral or inactivated polio vaccine within the past year.

No official source we could read states a proof-of-funds requirement for all visitors, or an amount. BOCA says holders of Brunei, Philippines and Thailand passports entering visa-free must have proof of a hotel booking, their host or sponsor's contact information and sufficient travel funds.

The National Immigration Agency's TWAC site says the arrival card is to be submitted by foreign nationals without an Alien Resident Certificate, resident visa or diplomatic ID card, by people of the Mainland Area and of Hong Kong and Macau holding multiple entry and exit permits, and by nationals without household registration; submission is free, within 7 days before arrival.
