Taiwan passport holders need a visa for Turkmenistan, issued by an embassy or consulate before travel.
Turkmenistan's State Migration Service says foreign citizens and stateless persons may come to and stay in Turkmenistan on the basis of a visa, unless Turkmenistan's international treaties provide otherwise.

Turkmenistan visa options for Taiwan citizensState Migration Service fee for an ordinary visa of up to one month; USD 20 for up to 10 days, USD 30 for up to 20 days, USD 30 for each further month. Multiple-entry visas: USD 60 for up to one month, USD 40 each further month. Children under 7 pay nothing and children 7–16 pay half; urgent processing within 3 working days doubles the fee. The UK government says that for any purpose other than tourism or conference participation you need a letter of invitation applied for on your behalf by a sponsoring organisation, and with it you can apply at your nearest Embassy of Turkmenistan or on arrival; Canada's travel advice says a letter of invitation must be presented in support of a visa application.
Taiwan citizens need a visa issued in advance by an embassy or consulate of Turkmenistan. Start the application several weeks before departure: you will typically need a passport valid for six months with blank pages, a completed application form, passport photos, a travel itinerary, proof of accommodation and of sufficient funds, and sometimes an invitation letter or bank statements.
The main option is the Ordinary visa (Adaty wiza), which costs 40 USD.

Turkmenistan's State Migration Service says foreign citizens and stateless persons arriving in or transiting Turkmenistan pay a registration fee of USD 10 for their stay; children aged 7 to 16 pay 50% and children under 7 are exempt. The UK government says the migration fee on arrival is USD 14, and that all foreign visitors also pay a tourism tax of USD 2 for each day of their stay. It says stays of more than 3 working days must be registered with the State Migration Service within 3 days of arrival, and that your hotel or sponsor will usually do this. Canada's travel advice says you must complete a migration card and pay a migration fee on arrival.

Foreign nationals must register with the migration service office at their place of stay within 3 working days after entering Turkmenistan, not counting the day of entry. Foreign nationals in transit whose stay does not exceed five days (not counting the day of entry) are registered only at the migration points of the border checkpoints. Breaking the registration procedure is punished by a fine of eight to sixteen base units, or by administrative expulsion with a temporary entry restriction of up to five years.
