Travellers to Paraguay: Visa-Free Stays Vary; Venezuelans Need Visas From 10 January 2026

Paraguay allows visa-free entry for ordinary passport holders from dozens of countries, but permitted stays vary and Venezuelan nationals now need a visa again from 10 January 2026. Passport type also matters.

Travellers holding ordinary passports from dozens of countries can visit Paraguay without a visa in 2026, covering much of South America and Europe as well as parts of North America, Asia and Oceania. The exact requirements, however, depend on nationality, passport type and intended length of stay — and one important rule changed this year: Venezuelan nationals now need a visa again.

Key facts

  • Visa-free entry applies to ordinary passport holders from countries listed by Paraguay's Ministry of Foreign Affairs.
  • A common tourist limit is up to 90 days, but it does not apply to every nationality.
  • Nationals of the Dominican Republic may enter visa-free for stays of up to 60 days.
  • Venezuelan nationals have needed a visa again since 10 January 2026.
  • Some visa exemptions cover only diplomatic, official or service passports, not ordinary ones.

Which countries can enter Paraguay without a visa?

According to Paraguay's Ministry of Foreign Affairs, ordinary passport holders from the following countries can travel to Paraguay visa-free.

South America: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru and Uruguay.

North America, Central America and the Caribbean: Bahamas, Canada, Costa Rica, El Salvador, United States, Guatemala, Honduras, Mexico, Nicaragua, Panama, Dominican Republic, Saint Kitts and Nevis, and Trinidad and Tobago.

Europe: Germany, Andorra, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Georgia, Greece, Hungary, Ireland, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Norway, The Netherlands, Poland, Portugal, United Kingdom, Czech Republic, Romania, Russia, Sweden, Switzerland, Türkiye and Ukraine.

Asia: South Korea, United Arab Emirates, Israel, Japan, Singapore, Taiwan, Philippines and Malaysia.

Africa: South Africa.

Oceania: Australia and New Zealand.

How long can visitors stay?

A common limit for visa-free tourist entry is up to 90 days, but travellers should not assume that period applies to every nationality. Paraguay explicitly permits citizens of Canada and the United States to stay for up to 90 days without a tourist visa, and several Central American countries — Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Panama — have exemptions allowing stays of up to 90 days.

One exception is the Dominican Republic, whose nationals can enter without a visa for stays of up to 60 days. Paraguay's Migration authority states that Australian and New Zealand nationals, alongside Canadians and Americans, can enter without a tourist visa for stays of up to 90 days under Law No. 7314 — an arrangement that remains valid until 13 August 2027.

Requirements can differ when a visitor wants to extend a stay, obtain residency or carry out paid activities. Visa-free tourist entry should not be confused with permission to live or work permanently in Paraguay.

What changed for Venezuelan nationals?

Venezuela is the most significant change to Paraguay's immigration rules this year. Venezuelan nationals previously could enter Paraguay without a visa for up to 60 days, but the Paraguayan Government revoked that exemption. Venezuelan citizens have again been required to obtain a visa since 10 January 2026.

Paraguay's Ministry of Foreign Affairs said the decision was introduced to require prior verification of documentation and background information before entry. The National Directorate of Migration now identifies Venezuela as a country whose citizens require visas for tourist entry.

Do diplomatic passport agreements cover ordinary travellers?

No. Some countries have agreements covering diplomatic, official or service passports without extending the same privilege to ordinary travellers. These include Cuba, Serbia, Saudi Arabia, Azerbaijan, India, Indonesia, Jordan, Kazakhstan, Lebanon, Qatar, Vietnam, Egypt and Morocco, according to the Foreign Ministry's current requirements. An ordinary passport holder from one of these countries should not assume that a diplomatic agreement provides visa-free tourist entry.

What this means for travellers

Travellers should check their nationality and passport type against the current requirements before booking, and confirm how long they are permitted to stay rather than assuming the 90-day standard applies. Venezuelan nationals need to obtain a visa before travelling, while Australians, New Zealanders, Canadians and Americans can plan visa-free stays of up to 90 days under the arrangement running to 13 August 2027.

The source does not state any further changes pending for Paraguay's visa-exempt list. Travellers planning longer stays, residency or paid work should note that separate rules apply beyond visa-free tourist entry.
