Finland Proposes Stricter Travel Restrictions for Russian Citizens
Finland's Foreign Minister has urged the EU to impose significant travel restrictions on Russian nationals, aiming to limit non-essential travel into the bloc.

Finland is taking a strong stance on travel restrictions for Russian citizens, as Foreign Minister Elina Valtonen has made several requests to the European Union (EU) to significantly reduce their ability to travel within the bloc. This initiative comes amid ongoing geopolitical tensions and was communicated in a letter dated October 12, 2026.
Proposed Changes to Visa Issuance
One of the key proposals includes halting the issuance of Schengen visas for non-essential travel, such as tourism, to Russian nationals. Finland has already implemented national restrictions since 2022, but some EU countries, including France, Spain, and Italy, have resisted a complete ban on tourist visas for Russians.
Targeting Specific Groups
Valtonen has also called for a binding visa ban targeting individuals closely associated with the Russian government, including athletes and sports team members. This move is part of a broader strategy to ensure that those with ties to the Kremlin are restricted from entering the EU.
Addressing Security Concerns
Additionally, Finland is advocating for a visa ban on Russian ex-combatants, a measure previously discussed but not fully agreed upon within the EU. Concerns have been raised about the potential risks posed by these individuals entering EU countries, particularly given their ties to Russian military operations.
Future Visa Regulations
Finland has urged the European Commission to propose a robust amendment to the visa code, allowing for swift and consistent imposition of visa restrictions when relations with a third country, such as Russia, deteriorate. A new visa law is anticipated to be proposed in January, reflecting a tougher stance on countries perceived as threats to the EU.
As discussions continue among EU foreign ministers, the outcome of these proposals could reshape travel regulations for Russian citizens significantly, impacting their ability to travel to and within Europe.
